
The University of Minnesota is a founding member and leader of HECUA and has provided steady enrollments in programs, active participation on the board of directors, and service on consortium committees and initiatives.
The University of Minnesota appoints co-representatives to the Board of Directors to ensure strong linkages with both study abroad and domestic off-campus study offices on campus. Board representatives from the University of Minnesota have been elected as officers of the Board of Directors and have served on all major board committees, including Academic Programs, Finance, Personnel, and Executive Committees.
The University of Minnesota, founded in the belief that all people are enriched by understanding, is dedicated to the advancement of learning, effective citizenship and pursuit of the common good. As a land grant institution, the University has a calling to open its doors as widely as possible. As a research institution, it has a special responsibility to address the economic, cultural, political, and environmental challenges that face the nation and the world. Since the beginning of HECUA, the University has played a central role in assisting the consortium in reaching students who might not otherwise be enrolled in higher education or participating in off campus programs.
Today, HECUA has two front doors into the life of the University: the Center for Communty-Engaged Learning and the Learning Abroad Center (LAC). Both the CCEL and the LAC are located on the Twin Cities campus but serve students from any campus in the University of Minnesota system.
Special services HECUA provides to the campus:
Program evaluation and program quality assessment
- Professor Monika Zagar visited HECUA's program site in Norway and presented an evaluation report to the HECUA staff and board.
- The late Roger Miller served as Chair of HECUA’s Academic Program Committee, which reviews and evaluates all programs. In addition, many individual faculty serve as HECUA program advisers and play critical roles in program development and continuous quality assessment, including: Monika Zagar, Paula Pentel, Lisa Albrecht, Rose Brewer, and others.
- Lynn Anderson led a UMN delegation to observe and assess HECUA’s Scandinavian Urban Studies Term, as part of the facilitated site visit program at the Learning Abroad Center.
- A public forum on the history and future directions of HECUA’s partnership with the University of Minnesota was held in 2007, convened by the Academic Vice President.
Application Process
Students from the University of Minnesota need to apply one of two ways to a HECUA program, depending on whether they are interested in an international program or a domestic program.
Students from the Crookston, Duluth, Morris and Rochester campuses must also complete the Multi-U Registration Form. Please contact your HECUA representative for additional information.
For HECUA Abroad Programs
Students apply for HECUA’s international programs through the Learning Abroad Center (LAC) at the U of M.
- Students first attend a First-Step Meeting (30 minute informational session at the LAC) and talk with Lindsey Lahr (study abroad advisor).
- Submit completed LAC application and supplementary materials to the LAC.
- Submit all required HECUA application materials directly to the HECUA office.

For HECUA USA Programs
Students interested in applying for HECUA’s domestic programs work through the Center for Community-Engaged Learning (CCEL). Students can apply directly to HECUA and follow HECUA's deadlines.
IMPORTANT NOTE: Students need to meet with and get approval to apply/register from David Holliday in the CCEL/Off-Campus Study.
It's encouraged that interested students also meet with HECUA student advisors in the CCEL for more information and overall assistance with the application.
